On October 1, 1988, the National Childhood Vaccine Injury Act of 1986 (Public Law 99-660) created the National Vaccine Injury Compensation Program (VICP). The Vaccine Injury Compensation Program was established to ensure an adequate, accessible and efficient method for individuals found to be injured by certain vaccines.

In order to prosecute a claim for injuries caused by a vaccine, an attorney must be admitted to practice in the Federal Court of Claims. Very few lawyers in Western New York (or even in the Country) are admitted to practice in this Court.
